Been reading the original Winter Soldier run recently, so it's inspired by that. So, we have a cover identity/regular Joe who comes across as just a normal guy, maybe a bit of a spod but nothing out of the ordinary, until he hears a trigger word. And that activates him, and he flips into sleeper agent mode, and whips out his micro penis and everyone stops what they're doing including any criminals or supervillains, and they all stare at him and start laughing hysterically, because it really is just an incredibly small pp, and it just completely defuses any kind of perilous situation.
Of course as the campaign would lean toward the more gritty and serious side of supes, he'd have to have a good flaw. I was thinking that he could be completely oblivious to how he comes across, just like have a really grating personality. You know how narcissists think they're super clever and witty, even when everyone's like "dude.. Stop being cringe". That's kinda the vibe I'm going for.

Do you think the game would be able to handle that kind of character well?
