Fundamentally, nothing he does is particularly broken until it becomes a question of scale/power.It's similar to how someone like Vegeta only has a fairly limited set of powers (Flying, energy beams, etc.) but it's the value of his Speed/Strength/Endurance that really make him powerful.Most of Luffy's abilities are just variations of "I hit them harder." The more notable uses of his powers (Long reach, Inflation, Slingshotting himself, Bludgeoning Resistance, Electric Immunity, etc.) are not all that impressive, though they do grant him sufficient mobility that it borders on flight. Everything else comes down to being faster, hitting harder, just your basic Up My Stats business.The Haki powers are useful, but Armament and King Haki largely exist just to separate people into a higher caste of fighter, which is not actually that useful in an RPG where near-peer opponents make up the brunt of the fights.Largely, he would play as a monk, with probably some custom ki powers. If the player complained that he wasn't knocking out giant sea serpents in a single punch like Luffy can, that really comes down to just Luffy having HP/Damage/etc. on higher scale than most D&D characters. If he'd want his Gear 2nd or Gear 4th or whatever to turn him into some sort of temporary demigod rather than just giving him a modest stat boost, that's where you need to tell him that going Super Saiyan still has to be balanced with the other PCs, so his choices are to either get the small boost or make his ordinary mode considerably weaker, because the max is capped by his level and he's not level 20+ just yet.
