If a bone must be thrown to the fanatics, the Periphery states get a huge tech upgrade and vengeful reinforcements in the form of Clan remnants that escaped the 2SL's purge of the Homeworlds and have taken up residence in the outskirts of the Inner Sphere and see the Periphery as a nesting ground for a resurgence to topple this "false" 2SL. No stupid Wall, not need for the RotS, just sheer exhaustion of the House militaries crushing the Clans and an unprepared 2SL facing a time-strengthened Periphery looking for a reverse-Uno Reunification War where they're the aggressors.

If one is okay killing off factions (which I support, I think bringing back the Gray Death Legion, ELH, and FWL was stupid) the IS clans are essentially destroyed, the survivors are fully integrated into the inner sphere at best akin to mercs with weird customs but largely abandoning any pretensions of being part of a wider clan culture that's in any sense united.
