This is why I do my best to either separate combat ability and non-combat ability entirely during chargen in my systems, or otherwise provide enough chargen resources to invest max into your combat ability and still have points left to invest into one or two non-combat abilities. I take the New Vegas approach basically, where the best play is to pick one combat and two utility skills, though not exactly one to one.

Basically, play games that don't pidgenhole you into either being good at combat or being good at non-combat.

I am a fan of grid-based tactical systems that do their best to fully silo combat abilities and noncombat abilities, like Strike! 1e and 2e (and the Tailfeathers/Kazzam spinoff) and Tom Abbadon's ICON.
