In my setting, every race has a pygmy version that was an evolutionary offshoot of the original race due to the influence of one of the setting's gods. Halflings are pygmy humans, gnomes are pygmy elves, dwarves are pygmy goliaths, and goblins are pygmy orcs. Kobolds are assumed to be the pygmy version of dragonborn, since that's how it works for all the other races, but the truth is that it's the other way around, with Bahamut and Tiamat having raised up kobolds to serve them in a cataclysmic war thousands of years prior to the events of the current campaign, and when the gods cast the Dragons down after the war started bleeding into other planes, they took pity on both races and brought them to the Forgotten Realms to live with the other races.

One of my favorite campaigns ever was just homebrew and Halflings didn't exist, Dwarfs were functionally Drow (Drow didn't exist) and Gnomes only existed as Redcaps in the Feywild whose primary purpose was to feed the soil and have new shrooms grow from them, that birthed more Redcaps.

In D&D being short is only the halflings' gimmick. Dwarves are medium sized and gnomes are to halflings what elves are to humans. A more magically inclined, fey-ish option so they make for better wizards and druids.

Dwarves are medium sized, though on the lower end, while having things like Stone Cunning, proficiency in dwarf weapons, and Darkvision.
Halflings are small sized, and depending on editon get things like a Luck ability, exclusive weapons, and a stealth bonus or ability.
Gnomes are small sized, get illusion magics and often a bonus to said magic, the ability to talk to small or burrowing animals (depends on edition and system), and of course darkvision.

Basically, dwarves make for good barbarians and paladins, halflings are good rogues and rangers, and gnomes are good wizards and artificers. Granted gnomes have only had a thing since, like, 4e, before that, they were just shitty halflings.
