What would be the best system for running a campaign about Norse mythology?

Then you want something fantastical. I don't care what anyone else says, it sounds like you want either 5e or PF2e. Wolves of the Coast is too "realistic" and Pendragon is too "epic literature." You're asking for a proper high fantasy premise.

Can you clarify the tone? Are you going for something grounded and brutal, or heroic saga kind of thing?
If it is a heroic saga any of the fantasy dnd-likes including dnd would work.
If it is a more grounded thing, BRP would be a good idea.

That could apply to a heroic saga too, there’s very dark stuff in those all the time. The question was more on the power level of the PCs; is this a “beating a dark elf is a glorious moment” type of setting? Or is it more, “I don’t want to worry about diseases or fatigue and my heroes act like Beowulf.”
