"town" guards would be more like regular soldiers on garrison duty

obviously since your setting is not real life, you can have dedicated soldiers whose only job is to clank around town in full maille, kite shield, and spear
but it would be fun to come up with a reason for why a random town needs to have the equivalent of the army rangers chasing down hoodlums

On the point of not a real world, we need to reinforce that thought. Fantasy Adventure Games never try to emulate the real world, even those that claim they do. They're emulating the aesthetics of the real world at best but are more actually Spaghetti Westerns, Samurai flicks, and World War movies with a Conan or Tolkien-inspired coat of paint.
But it also depends on your definition of town. Towns don't always refer to unwalled thorps and hamlets. That's what those words are for. Even a Village, which would have a proper (if only wood) wall at most is too small to have a guard. But anything with a military defensible wall would have a subset of the militia on patrol duty. They wouldn't be fantasy beat cops the way we think of them, but they'd be there on patrol.

Thats how Guards work in a town in my DMs setting, they do also tend to look the other way mostly when the money of the noble houses are involved seeing as local gangs tend to be in cahoots.
