Most of the game would run quite similarly, though stuff like challenges, hull points and psychic phases would have to be rearranged, as they didn't exist. Close combat weapons didn't have AP, either they ignored armour saves or they didn't. Chain axes reduced the opponents armour save to 4+ max.

Also would the game be better off without so many multi wound models? For example would it be better to have terminators at T5 but 1 wound but keep the saves? Have the rare exceptions have 2 wounds or more depending on rules/fluff?
