It behaves differently depending on the situation. The moderati adjusts the gun's output on the fly to most efficiently destroy whatever particular target it's pointed at. Remember, Warlords can have up to four crewmen with their brains plugged directly into the weapon systems, that's an incredible amount of computing power.
