When I DM, I never set standards I will not routinely surpass. I expect the same. That timer is fine, 30 seconds to play 6 seconds in-game, but he bettah stick to his own standards.

To be honest, I don't think this is an issue with group initiative systems. They have their problems, but since the party is going at once, you have a lot less of people forgetting what someone else was doing and hemming and hawing.
