Then let him, see what he does with it. A good player takes that background and makes something out of it. I had a player who wanted to play a half orc fighter that just fights for money. I said alright, and the player came back to session one with a grizzled mercenary who views the world in a cynical gold-for-blood kind of way. I frequently rewarded the group RP xp simply because of how well that player leaned into the role. Made me think of Marv from Sin City, but without the crippling insanity, and a lot more interested in coin.

And a bad player cannot be made to make interesting characters. No matter how special, unique or in depth his character is made from the start, he will inevitably play it like a stat block with variables he wants to increase, with no RP outside of what bonuses he can get. You can't make a good player bad, or a bad player good. That's up to them.
