So, a great evil or great good they do would be from maintaining the existing system and whatever biases it has for example a ruler who maintains the status quo by enacting great works projects to improve aspects of the kingdom but uses a slave class to do that would be example of a LN ruler doing great evil and great good at the same time. Lawful Neutral follows the law but does not judge it's quality, Lawful Good follows the good of the law and questions the flaws and exploits in the system, Lawful Evil uses the law to their advantage as a shield to hide behind and a sword to prosecute their enemies.

If they went around campaigning against groups of others calling for their enslavement, they'd probably be LE, if they just maintained an existing system not making it better or worse they'd probably be LN if the used the slavery system as a way of granting a lesser than standard for their era punishment on criminals or enemies it could be considered a LG action. Context and intention very much matter the same actions with different contexts and in a different culture could fit into a gambit of different alignments.

An evil person can free slaves with the intent of those slaves causing problems. The main thing determining alignment is the internal logic of the actor not the actual net effect. If a man thinks they are doing good and helping people by taking the actions they are doing, they are good even is said actions end up causing more harm than help.
