You just gained less xp.Minimum attribute requirements where introduced in AD&D1e and their purpose was to make special classes feel actually special by having high requirements and thus being rare. Basic classes also had a minimum requirment for their main stat but that was 9.

Traveler had the best randomization systems. Both for characters and planet generation. My group used to have a problem with power gamers but after trying traveler it became more interesting to just run with what you rolled.
