Is it pointless to do game design if you don't like GMing? I love the idea of designing game mechanics, but I don't really find running a game fun. I'd rather just brew it and have someone else run it for me

It's extremely easy to pen-and-paper prototype simple games or mechanics, and desu "testing" a game and "running" a game are entirely different things. As far as quality, well every good game was an idea at one point.
So ultimately it's up to random chance and OP getting off his ass and doing something.

I disagree. I've spent months trying to figure out the right way to implement various rules, and weeks trying to find a more elegant way of executing on my vision when it doesn't work during a playtest.

Conversely, the new layout I've been working on is a massive increase in presentation, and has forced me to edit myself down so it's improved the writing, but it's taking me hours to adjust rules. No days or weeks.

I think for end users who only get to see the finished product (who themselves are usually writers or home brewers or GMs), assume the aspects they couldn't do are what takes the most time or are the most important.

Rules and mechanics come naturally to me, it's fun and creative. Presenting and editing it is time intensive.
My longest running project started in 2017.
