It often seems to be a tradeoff that you need to mostly focus on the ammo rather than the gun itself. AGL+ doesn't seem important for a gunner unless you're going for gun kata. That's why it's built on the element that deals with realizing you're in a dream and manipulating the dreamer to erase stuff. The next logical step up is to create your own dream. The user can dream and separate out pieces of themselves (their mana) as separate entities, possessing their own soul and perspective in the same way people in the world do. But because they belong in a different dream, they show up as the inky black monsters. Noire is somewhat messily aware of how her monsters are a part of her, but the reverse isn't true by the same logic.In practical terms, you can think of it like the power of imagination just poof-ing stuff into reality temporarily.
