They are meant as a reference document for judges to consult in the case of really complicated or not intuitive interaction. In this case Magic has a lot of effects that take control or copy abilities and effects, so it needs to explain for example what happens if I copy an ability an opponent is using that says you (does it affect the opponent twice or my copy has effect on me?)
