Those are now assigned to your Background, and the Custom Background lets you pick any three +1s (including stacking them in the same stat) so who cares?Second, they added half-elves in the Eberron book. They're called Khoravar. They're specifically half-human, half-elf, but they are in the game as of now.Third, half-elves in 2014 were shit to begin with because they were blatantly overpowered without actually being interesting and WOTC are too lazy to balance their shit around a create-a-species option.

i don't mind puckee commissioning stuff, I've saved some of his images in my CRPG portrait folder, but I don't understand why he feels the need to make these dumb fake threads for them. just post in the character art threads.
