Magic needs to occupy the unknown, and mages need to be people who knows how to manipulate powers they don't quite understand. Making magic into a symmetric system with predictable scaling is tempting, because the symmetry between spells simplifies its relation to the player group. But by doing so, you are doing the game a disservice.
