Beastkin are part household staff, part domestic pets, and largely content with their situation. They have more autonomy than animals - state cares about their welfare to some extent, they can leave household they're unhappy at and ask to get reassigned elsewhere, yet they're not quite autonomous people that could fully decide everything for themself.

OK, I'll bite. Had an idea for a region of the orcish lands colonized by humans. The humans practice an Imperial Examination system similar to Ancient China, where young people from the lower classes can advance into the civil service if they can manage to get educated and pass a difficult written exam. While orcs are usually treated as hopeless savages, the examination has been opened to them so that particularly exceptional ones can gain honorary human status. The one caveat is that if they have any children once they become citizens they have to submit them to a series of tests for IQ and impulse control to ensure they're fit to live among humans. If the child fails then they are expelled to the nearest tribal reserve and if the parents want to continue living among humans they have to be sterilized.
