If you check the progression of the various versions, he was steadily adding more and more to it. Then abruptly, he cut some of the material, refotmatted everything to look nice, and called it finished.(Personally, I think dropping the Russian soldier and the American president was a mistake. It ruined a lot of tension over the Orphan companion, and denied us a chance to recreate the Rick Sanchez-President Curtis brawl through the White House.)
