When it comes to a PC's backstory, I only have one cardinal rule:

I have found as a player and GM that it's best to have only a very broad backstory, and fill in specifics once you've played the character and have a better idea of who they are, who the group is, and what the game's about.

A character backstory works best when it acts to complement the game.

No, I’d disagree with you and Op for different reasons. The kind of asshole that says “your character has to be a nobody in my campaign” is certainly not someone I’d play with, but they are still welcome to run their game how they like. The kind of asshole that says “Restriction breeds creativity” really means “Any creativity besides mine is out”, and they deserve to be ridiculed at every occasion. Restrictions do not do anything but narrow, that’s their purpose, they do not enable creativity any better than getting drunk before prepping for a game does.
