The function of a setting is to act as a vehicle for playing the game. And since it is a role playing game, a function of the game is for people to pretend to be inhabitants of the setting. If the setting distances itself too far from a shared knowledge base, it will become a disfunctional vehicle as the players will no longer know how to ride it.
