While naturally any yanquí is a mutt by nature, Phil Barker appears to have been pretty solidly Anglo-German. I know some literal boomers who played it back in the day. They don't remember much about the game itself but they do fondly remember the worldbuilding autism. I've read Barker's first two Tekumel novels myself, The Man of Gold and Flamesong. The Man of Gold was readable but nothing special. Flamesong surprisingly was pretty good. I heard somewhere that Barker read a bunch of Jack Vance stories after writing his first novel in an effort to beef up his storytelling skills, and if that's true it worked.

It's a vaguely AD&D adjacent game set in a pocket dimension with an extremely strict hierarchical theocracy where peoples' socially acceptable morals vary by what god they publicly worship. There are light sci-fi elements but all through a lens of forgotten mysticism, and all of the nonhuman species are bizarre aliens that don't have a humanoid psychology or body plan. Overall, it's steeped in violence and religiosity under heavy meso-american aesthetics. Also after his death it turned out the creator wrote a neo-nazi novel under a pseudonym at one point but he was a devout muslim who married an arab woman.

Tékumel was first and foremost a playground for Phil's conlangs. Apparently he still called himself Phil after his conversion, I mean who wouldn't, I can't get through two syllables of Mohammad without spitting. Like Stafford's Glorantha, he tried making a board game first. When D&D 3bb came out, he adapted it and started playing sessions in it, some of which included Arneson. When Gygax learned about it, TSR published it as well.
