Why not? There is no special rule that says it can't attune to a weapon so you can have your special snowflake monster that sets itself apart from the horde by having loot worth taking.

That, and I'm a firm believer of "Anything the PCs can do the NPCs can do."

Absolutely! My players always start salivating when they see a humanoid enemy with a particularly good magic item, and using it against them in combat not only gives them a preview of what the magic item is capable of, but also lets me slyly tell them some good strategies for its use by having it used against them.
Obviously you have to pick and choose (a skeleton isn't gonna have a vorpal sword unless it's the corpse of a famous hero, in which case they'll probably have it telegraphed that it's in the tomb) but in general it's my favourite way to throw in magic item rewards. Makes them work for it by having to defeat the enemy that wields them, and if I feel like it, lets me add some extra flavour by giving the item some history.
