Why do players constantly want to "reuse" old characters they've made, that are inevitably quirk chunguses that don't fit the setting at all, and have to be "weird" or "different" or have such a bizarre alien mindset that it is impossible to take them seriously

The issue is not reusing old characters.

The issue is you've decided to try to get into a group activity with people who's idea of fun you vehemently disagree with.

Nothing wrong with recycling a character concept. Nothing wrong with playing a joke character, assuming you aren't ruining the game for everyone else at the table. Plenty wrong with trying to force a particular game style on everyone else at the table, assuming you aren't the GM.

I imagine there's a lot of people in class-based systems such as D&D and Pathfinder who can't be bothered learning the rules and builds of more than one class.
Consider playing CoC and giving them pre-made investigators. Even the female ones. Playing a completely different character with every scenario might be a wake up call for your players.

What's so hard to understand? That is a character that they emotionally identify with? That they want familar archetypes?

Tezuka and Leiji Matsumoto used to do this shit all the time in their works.

If you're running the game, it's usually not hard to work with or around them because they tend to be very predictable. Using the same archetypes that they're familiar with, in new settings.

If you're playing with them, they're just a form of predictable quirk chungus. You arlready know where they're going to be, character wise. Stake out your own position that makes sense for you and the story.

I've reused names but not characters outright unless it's a legacy campaign following a previous one in that same world and timeline. I would never try and graft a preexisting character to an entirely different campaign, that's just lazy.

This is a GM issue. Quirky characters are fine as long as the game world reacts appropriately. The issue is when the GM has gotten it into their head that their job is to enable the players to do whatever the fuck they want, however they want it. If you're playing Warhammer fantasy and a player wants to play a character with three hats and no shoes who only speaks in rhymes, then let them. Someone in the game world will react to their nonsense and then unto the pyre they go.

Conan can exist in any media without it feeling too out of place. Same with Riddick, & a few other characters. Theres a certain timeless quality about a omni-competent but unlearned man with a bit of primal avatism & subtle charm.
