At the end of the day, SoB are the "humans in power armour" of the setting (you can't really call astartes human anymore).
40k is written by a lot of different writers, so there's always going to be a lot of conflicting info about power levels in the setting.
We can assume SoB are better at fighting than guardsman, worse at fighting than astartes, better in close combat but worse at shooting compared to tau, worse at fighting than eldar, etc.

When I think about it, a lot of the information we have about child soldiers is not encouraging as to their effectiveness. Space marines get various modifications and combat drugs and a better training regime than the congo equivalent, so I'm not sure that matters much.
The Schola Progenium starts fairly early as well, so presumably things like las drill and hyper militant indoctrination is happening there too, call it a wash, they have the same ballistic skill so that works.
I think, if we assume the SoB are trained the same as Scions or Commisars and that like we mostly end up with a lack of close combat or assault women unless they've been genetically altered.

I'd suspect things like much higher injury rates would contribute to long term campaigns as well.
The power armour part gets into how the power armour operates, does it enhance what the wearer is or does the armour have a set point all users are now at?
If its an enhancement you'd see parallels of the existing physical characteristics, so you'd get the same results, which we more or less see in 40K. The only Soritas in cqc are the insane redemptive suicide squads, where as modified space marines
are in general already better at cqc before you even start giving them chainswords or the like.
If the power armour just has a flat upper limit everything wearing it ends up at, then it likely has a minimum requirement to use so the enhancement doesn't cause injury so you'd see a similar separation.
A lot of this doesn't rule out female soldiers in power armour, I think the rough outline of numbers, even though 40K logistics made up in ways that are entirely plot based, there being a sizable enough force of SoBs but them being exceptional fits. There were enough of them to hold off several chapters of marines when they were protecting Vandire. They have numberous shrine worlds and such scattered around. With a billion billion humans, enough Olympians end up in the orphan school for better soldiers it hangs together if you don't worry about it too much.

But when it comes to regular humans living reasonably regular lives, when it comes to 99 percent of each gender, the real world disparity still exists. An average man and woman in the Imperium have as large a gap in strength as they would in real life. You still have all the real gender dynamics of rape and domestic abuse based on the same physiological disparity as real life. Its just at this very high, exceptionally trained/experienced level that things somehow even out.

There is nothing to reconcile. The power armor equalizes the strength for baseline humans, it's not the individual in the suit doing the lifting anymore, it's literally just the servos in the armor. The only time this makes a difference is with Marines, who are so much more powerful that they can bare that much more physically powerful power armor.

So the armours are different enough and the baseline human scale power armour just e enhances to a general area so it requires specific fitness to even use which ranges in on SoB being unusual and elite. Which they are.

This kind of thing is basically someone trying to argue using in-universe logic against someone who is discussing the actual meta construction of the narrative.
For instance
