In GURPS Cabal the fancy parts of magic are fairly essential, not just window-dressing:
Magic words are inherently magical because they are lesser versions of Atziluth, the primal language used to create reality. Likewise runes and sigils are derived from the primal language.
Astrological correspondences focus the power of the decans.
Material components are somewhat symbolic, but the symbolism is fixed to the decan governing the spell and the laws of sympathy rather than being personal to the caster.
I don't think it mentions gestures, but they might be anything from mere aides mémoire to fundamentally tied to the nature of reality via Atziluth.

Dresden Files.
Although the words can be anything. They are the trigger for a vocal component and even in that setting they aren't needed but your spell is going to be a lot weaker and consume a lot more energy if you don't use vocal components. It's seen as an incredibly stupid flex that will bite you in the ass if you don't employ their use because you only have so much gas in the tank.
The same setting requires components for bigger spells and anything with permanency. Some of how well those components work are a matter of personal belief though. For example, you MUST use some kind of modeling compound to make a barrier, but since you personally think blue Play-Doh is better than red clay from Pittsburg, your barrier is stronger, but if a different magic user thinks the inverse is true then it is for when they cast that spell.

Note that thought casting shit for magical beings is the norm as they basically are magic instead of beings using magic.

I'm sure people will shit on Dresden Files (and it's completely deserved after the last couple of books) but it's just answering OPs question.

You have to actually believe that it works the way you're doing it and then the results will reflect accuracy to your beliefs. Generic corpo mages think the spirits they summon are barely sentient elementals, so they are. Shamans think the spirits they summon are unique and have their own wants and needs, so they do. Have an modern or slightly future setting where in order to cast a spell some mother fucker starts flinging out gang signs while reciting the lyrics to a rap album before finishing with the spells name and striking a pose.

Shit, get some hype men involved for ritualistic casting so every time Lil John yells "OKAY!" it adds another layer to the spell or some shit.

Ghetto riders blasting out Eldritch chants to power up wands for drive by castings where a hail of magic missiles fly out and miss all their targets but splatter a bunch of kids.

NTA, but my interpretation of OP's question is that he wants an urban fantasy setting where magic is more complex than dudes being able to throw fireballs. I suggested Cthulhutech because it draws a very distinct line between psychic phenomena (people who can manifest fire) and sorcery (doing actual ceremonial ritual magick). The former is an on-demand ability while the latter takes prep time and proper execution.
