how do I make a setting out of this?

Anon, if you wanted to talk about the impact of slavery on the African continent you didn't have to make it the question so obtuse. In all seriousness, I would recommend looking into cargo cults, the reshaping of various regions in Africa due to the slave trade, Roadside Picnic, and Mad Max. I would guess you would have some people trying to replicate what their level of understanding of the tech was to replicate it or bring back the colonizers as a religion, warlords that would send in groups regularly(maybe even as a ritual for coming of age or to join) the just roll everyone else, and tribes that become incredibly reclusive with maybe a few pieces of lost tech they only break out in the most dire of circumstances. Maybe special gear finders that have special knowledge of the area like some safe areas in the minefields and which turrets still work. Are there any settings about OOPARTS that are decent? I can't think of any myself.

You could look into techno-barbarian stories. If the term is not familiar, it describes low-tech civilisations using higher tech they should have access to and is mostly used in science fiction stories even if the base civilisation level is higher than what you are looking for.

Techno-barbarian stuff is great, there's a few settings and RPGs designed to work with it - it's also coherent/shares a ton of tropes and techniques with a lot of post-apoc stuff, so many RPGs for playing in a post-apocalyptic world work for technobarbarian (Gamma World, for example, can't say I've played it though)
