The Imperium doesn't really have the tech for any of that anymore. Cawl doesn't have time to "re-discover" all the stuff that was lost since the Great Crusade like Solar Auxilia arms and armor, he has to focus his efforts on the most important things, such as Astartes weaponry, vehicles, geneseed research, and more recently, research and development of Blackstone technology now that he's stolen large troves of it from the Necrons. Quality of life is likewise on the backburner. Even Guilliman has given up on that; he said it himself, trying to reform the Imperium is essentially a lost cause because the sheer extent of corruption and decay runs so deep you would have to completely bulldoze everything to ashes and start over. Unfortunately, the Imperium is needed intact to hold off Chaos and the xenos threats.

The Great Crusade era wasn't much better in quality of life. Everyone was still forced to work in sweatshops for the Emperor's war machine. Judges were fairer, planets weren't as polluted yet, and there were more rations to go around, at least.

As a matter of fact, they did. They were called Discipline Masters and served as the precursors of the modern Commissar. They got cool-ass electro-scythes as their primary weapon.

Doesn't the Imperium basically have almost all of their tech, it's just horded by individual tech priests so that nobody except that one guy knows how to make it?

Depends on the tech in question. Plasma tech is known only to a handful of techpriests now. Volkite weaponry on the other hand is gone-gone. The tech used in the paradise domes of Necromunda (basically artificial utopias with infinite food and energy) is gone-gone even to the Van Saar who have a semi-functional STC. You can also compare the 30k Mechanicum army to 40k's Mechanicus and see just how much shit was lost even to the Mechanicus.

the imperium and mechanicus are technically seperate entities, albeit ones that are so politically, economically, and in some cases religiously intertwined that you cant deal with one without the other

so the mechanicus can choose to hoard all the good stuff and not let the imnperium have anything and the imperium cant actually force the mechanicus to hand it over without resorting to violence
so they just have to be content with letting the mechanicus keep the inside-out-inator to themsleves and settle for the man-melter for now
