>>98504943Can't go wrong with goblins or >>98504952Weak enough that you can kinda dump a whole lot of them on the PCs and have the players feel strong by oneshotting them.Cunning enough that they might use ambushes or other dirty tactics and have the players feel threatened by a sizeable group.Smart enough to run away when they feel overwhelmed, or try to surrender/ negotiate if fleeing is not a real possibility.I prefer them over skellies, animals, etc. because they're sapient and there's more options for interaction with them beyond just bashing their skulls in.

>>98504943Bandits that are the survivors of an army that lost a recent war. They are hungry, desperate, and poorly equipped but also cannot return home and have to steal/kill to survive. Good low level fodder enemies with a built-in reason for why they are attacking innocent people, and also helps ground the players in the world a bit right out the gate by making these low level enemies have a context in the greater world.
