In the Traveller Spinward Marches, Mora is an ocean planet with very little land mass, but high technology anf population, so I imagined the idea of equatorial island chains with artificial platforms linking them together into a chain-like ring of a city that spans the entire planet.Not bad for a first draft, but I think it needs to be built up more to support the high population. Clearly this is a portion of the city where wealthier citizens live with more space.
