Is this a good quest hook for a starter quest?

It really depends on the group, but yes, "missing person" is a very simple, very useful early quest hook that can be a simple smash-and-grab in a cave or whatever, or an "arc" driven by a few mini-quests (probably not for someone so young and of such humble background).

It can probably end up being the first quest of the arc. Like you track him down to a cave where you find that some orcs found him in the forest and took him as a slave. You rescue him, but now you've got to deal with orcs encroaching in these lands and from that you can go all the way to beating the evil mage who's plotting to invade the country with his army of orcs

Yes, but only as the opening hook, and with a couple caveats.

I know, I know, "PCs are good guys and do good stuff", but you need to answer why they are doing THIS and not stopping to solve a bunch of other problems.

What pay is offered?
Why are the players in the area to hear Farmer John's request?
Does this connect in any way to any of the story the PCs already know?
Does this connect in any way to any PC's backstory?

at that, why are the PCs together? have they ever worked together before?

A lot of this can be handwaved because everyone is here to play a fantasy adventure game, but getting the reason the PCs work together and *take* that first hire can be interesting to work though.

After they find the kid, then you have to answer what keeps them going. What clues to they find, what greater scope shit does this point to, what will they look back on later and go OH FUCK, THAT WAS CONNECTED?

Money. Outside of political noble betrothals, most medieval peasants and townspeople married in their early to mid-20s after saving enough resources to establish a household, even if he can already expected to face trials and executed, become someone's apprentice, or work the fields with adults.
