IS MPL is kind of shit outside a very specific niche of light and fast medium mechs with lots of jump jets, because you need to be right next to the target to hit better than the standard medium laser. The best weapon is Clan LPL, since not only does it have insanely high effective range (pulse laser long range is equivalent of other weapons' medium range, and there's only two non-artillery weapons with better medium range than cLPL long range, one of which is the light gauss rifle, which has kind of anemic damage for its range, and the other is extended range LRMs, which have extremely high minimum range and are very rare) and unlike other long range weapons actually gets even more effective up close.
The best IS weapon is still the humble medium laser, due to being so efficient. All the supposedly improved lasers end up doing less damage than equivalent weight in medium lasers.

In Introtech it's the PPC, since it can effectively punch holes in things on the approach so your smaller weapons can start fishing for crits.
In Lostech it's the Gauss Rifle for long range headshot kills taking things off the board immediately. You could also make a case for LB-X 10s as the most versatile primary but that's my bias.
In Clantech it's the LPL as >>98570585 said. In all eras the Medium Laser is so tonnage, crit, and heat efficient that you want a few as a secondary.
From there you can argue things like ATMs and iATMs, Heavy Gauss, or X-Pulses, but Medium Pulses are only great in the games where you have an unrestricted MechLab and are slapping Endo and an XL on everything.

3 M-Ls are 15 damage for 9 heat at 3 tonnes and 3 slots
sure the PPC has the range, but the lasers have the spare tonneage for a larger engine and more sinks and jump jets. So it's going to close, and when it does it will close to short range, where the PPC is below it's minimum. it does the same thing to LRMs, and other lasers, and ballistics. maybe SRMs beat it on paper, but they cluster and explode so...

This is the correct choice especially from a practical perspective since you have unlimited ammunition, you limit exposure, it messes with electronics, and it applies relatively all of its damage without having to expose the unit too long. The only downside is with all energy weapons it points a big "I'm over here" tracer, but if you're in a fast light or medium it really doesn't matter and you can whittle away anyone.

Also your exposure window only matters if you're not firing every turn, which just makes you even more of a free meal when the more efficient laserboat catches up.

It depends. You're not going to make a fast jumpy introtech assault without leaving is massively undergunned due to how much the engine and jump jets ends up weighting, so for assaults (and heavies as well), PPCs are a more practical choice. Though it never hurts to carry a brace of medium lasers for backup in case the enemy gets in your face. They weight so little it's not much of an investment.

But that same weight limit applies to the sinks you need to fire your PPCs. You need 10t of heat sinks to fire two neutrally, and 20t (and 34 crit slots) to fire three. Two medium lasers will spread the damage across twice as many locations, in exchange for getting twice as many chances to crit. On a light, or medium, that's usually a good trade since you can get. On anything heavier, you don't have the speed to get into a firing position against a lance of Stalkers and Thunderbolts barraging you with increasingly accurate LRMs and Large Lasers before there's a hole somewhere. So, you need something with range to put that danger on them. The PPC is the best Introtech long range weapon because it consolidates the damage, runs on the same heat sinks your laser bank will, doesn't require explosive components, and can still be decently capable once you're within minimum range. All of that is especially important because it's introtech, and even though the fight is going to be settled with an ammo explosion or both sides kicking the shit out of each other within minimum range, the first three or so turns of long range fire are going to decide whose kick hits actuator first.

This was somewhat answered by the mech design thread when discussing a light mech Clanbuster.
Gauss rifles came first as in practice they only needed to hit a few times to start tearing chunks out of the Clan mech which quickly brought it down to a more manageable threat.
MPLs came second as the -2 to hit just cannot be understated how useful that is so fast jumping lights can overwhelming an opponent.
PPCs came third as they just scraped a win as they were in a position that while can do damage they didn't do enough damage when they hit they didn't bring down an opponent quick enough so took a lot of casualties.
MLs and missiles failed to place as they just spread damage too far apart.

Anon you support a shorter range, lower damage alternative that requires you close to point blank range to be effective, by the time you can even fire at all you're well within the medium range bracket of an LPL, and nearly in the short range bracket of an ERLPL.

Only use for the medium pulse is for mechs that can't fit a large pulse or a weird mech with like 9 improved jump jets and a dozen medium pulse lasers, and even then a slower mech with four LPLs will probably be better.

So aside from CLPL being the most broken OP weapon in all of Battletech, regular LPL still is a 10 range, 9pt damage hole puncher with a -2 to hit and manageable heat. Unless you are using something stupidly slow that is a handy weapon to have when your average map is 16x17 hexes. It only really becomes mediocre when snub PPCs become common but even then its a cheaper weapon to have.

XLPL though yeah that is trash. Needs either more range or less heat to justify it.

To be fair, this is because Clanners get ER Medium Lasers as DEFAULT, PLUS their version has damage and range stats nearly matching an Inner Sphere Large Laser.

This isnt new, the average level of practical computer literacy rose over time then started to decline pretty sharply after the introduction of smartphones. That includes among people with non-degree computing qualifications too. My thesis was about that and the whole experience was pretty upsetting. VSPL's are pretty neat. That said, if you can pack four iATM12's and fire them every turn without heat issues there is literally nothing in the game that can survive you once you get into HE range. This is why the Turkina Z is considered a dick move. It makes sense in context, given who developed it and why, but in real terms. Having the ability to offload 144 points of damage in 5pt clusters to a mech will generally delete anything in two turns or less.

The case for gauss rifles is that 15 is enough to decapitate most mechs and much closer to the PSR threshold than 10. It cuts clean through pristine armor on most locations for anything smaller than 50 tons and still makes heavier units nervous about their now much more precarious armor situation.

Gauss can instagib any mech not using hardened or ballistic reinforced armor in one headshot, and has better range.
That being said, I am a big fan of LBX-10. It's decent hole-punching capability and extremely good crit-seeking in one package, with 10 damage with solid slugs being respectable and 10 cluster 1 hits giving you a lot of rolls to cause crits on targets that have been stripped of armor. Also, you get -3 against flying units when firing buckshot, which came in really handy when playing against a guy who liked spamming VTOLs.
