Were elves more flawed in the Silmarillion than in LOTR?

lotr happens in a short span of time, the simarillion happens over thousands of years so flaws become more apparent because you're following generation after generation

Elves in Tolkien’s universe can be evil and cruel and wicked but not in the same way men are evil and cruel and wicked. It’s a lot harder to corrupt an elf than a human. But it’s possible.

Remember that the time period between the Silmarillion and Lord of the Rings is a very long timespan and Elves are immortal biologically. So, the nastier Elves would had been killed off in that time period.
