No idea what their reason was, but I've noticed racial ability bonuses have not really made sense at all for years now. Most games people use point buy or start at level 4 or higher, so whatever ability bonuses you get can easily be undone or traded out at the start. It makes sense that they'd get rid of that.

The general way they've redone races kind of makes it more flexible. So if you wanted to be half something they don't need to be in the book but can easily be run. That seems kind of a no brainer.

Racial stats was kinda lame. It forces me to pick specific races for specific classes. Being a Dragonborn Warlock forces me to give up on a Charisma bonus that would be helpful mechanically. My table uses Tasha's, where you can simply assign the +1 and +2. While I dislike racial stats, tying them to background is somehow worse, but there are rules for custom backgrounds so it's fine.
For half races, the idea is that any half race can be a reflavor of either side as opposed to having to make a half version for all the races. Until Eberron added half elves back.

Still fully present, they moved the Ability Score Increases to Backgrounds because it's just a better mechanical option. You're no longer locked into playing specific classes with a specific Species, and the fact the 2014 Custom Background option works with 2024 RAW means you can play anything you like at this point.

Half-Elf got added back in with Eberron as a new Species called Khoravar that are basically just half-elves mechanically. Otherwise, it's probably because the two options are this (Simple but unsatisfying) or making a build-a-race option (Complicated but better).

There are several NPCs in 2014 adventure paths with names that feature prominently that are half-elves or half-orcs. For example, Leosin - a Harper Agent and your main contact with the organization - is a prominent NPC in Hoard of the Dragon Queen/Rise of Tiamat, and he's a half-elf. Leosin is one, Talith I think her name is, one of the higher ranking cultists from Chapter 7 of Hoard of the Dragon Queen is a Half-Elf, there's a half-orc cultist whose name escapes me but he has one and he's a major character for Chapter 5, some of the Council of Waterdeep are half-elves, Tyranny of Dragons alone has a ton of half-elves.

And then there's other media like BG3. Astarion is a Half-Elf Vampire Spawn for example.

Except they already addressed that in Tasha's with "if you don't like your racial ability scores you can put them somewhere else". Ability score increases in Backgrounds don't solve any problems, just pigeonhole characters even harder than ever. 5.0's "Rangers should be some elf/human mix or your ability scores aren't ideal" is significantly less restrictive than 5.5's "Rangers should be a Criminal or Guide or your ability scores, skills, and feat aren't ideal".

So why is that a 5.0 option and not a 5.5 option? It's not like they forgot about it; in the playtest they talked about how important Custom Backgrounds were and how in the new rules Custom Backgrounds would come before the Premade ones to encourage people to use them. It's telling how we went from that to the official release removing Custom Backgrounds entirely. Plus if you're using Custom Background (any 5.0 Background really) you get to put you ability score increases wherever you want, which is exactly what 5.0 already had post-Tasha. 5.5 adds nothing.

If the best way to use a 5.5 rule change is to ignore it and use 5.0 raw, then it's a terrible rule change.

No, what that is is a lazy cop-out. If Custom Backgrounds was a 5.5 rule it would be in the 5.5 PHB so you could discover it while creating your 5.5 character. It's just a paragraph in 5.0, how hard would it have been to repeat that in the 5.5 PHB if the designers wanted it to be a 5.5 rule?
