1. Magic cards often have the same effect without literally being the same card. This is different to Yugioh where cards very rarely have duplicate effects.

This leads into point 2

2. If it's not fucking called Shivan Dragon then it's not fucking Shivan Dragon. The entire point was that Yugioh very specifically reprints creatures as though they are recurring characters, more akin to how Planeswalkers exist in Magic. If they print something with the same EFFECT as Shivan Dragon but don't CALL it Shivan Dragon, then they aren't trying to invoke nostalgia for Shivan Dragon they're just printing a different fucking creature with the same ability, of which there are many examples. Hardly anyone is even going to notice that it has Shivan Dragon's effect.

Nobody but the most entrenched lorefag players are reading any of the stories they publish to their webpage.

This circles back into the problem of needing a story entertaining enough that people would want to watch it EVEN IF THEY DO NOT ALREADY PLAY MAGIC (this part is capitalized because many people do not understand it). Part of the problem is that Magic storytelling is more formulaic than the average isekai manga with a status window, and a story that's about people playing the game would draw inevitable comparisons of being derivative of YGO even if it tries to be original. This is space with a lot of risk of failure and an attempt for a TV show will cost tens of millions of dollars.

Things like checklands, battlelands, and filterlands do a good job for 2c without busting the bank. Surveil lands are unnecessary and can comfortably be replaced by the scry temples if you don't have a fetchland manabase to go find them. You CAN get all the swag and bust the bank to 100 bucks for mana but it's overkill for most casual 2c decks.
