Like just to go to the original examples if you took their tales at face value Old Man Henderson was in a game that was basically homebrewed Trail of Cthulhu, and Sir Bearington's build would have had to have been epic level to achieve it even in D&D 3.5. So if they were real, they'd be the exceptions among exceptions, so you'd never see those kinds of guys naturally in the wild. In standard play, any attempts to be "quirky" or gimmicky tend to be abandoned fast as the player gets bored and/or shape up fast to be an actual character.
