Buffing Eldar is actually quite simple, you give us the Psychic phase back with every unit being a minimum Level 1 Psycher. That's the only change we really need.

What will actually occur is we will remain slower than Marines, less tough than Marines, worse armor than Marines, fewer melee attacks than Marines, weaker weapons than Marines, and still cost more than Marines.

Skyreaver's aren't all that great and that gives you 10. I'd rather pick up the Corsair combat patrol box that comes with the falcon instead of the vyper. Falcon will always be useful in any Eldar list. You'd have to pick up Yriel separately but that's ok.

Played my first game of 11th last night, went up against my votann buddy at 2k points this time.
Went with classic deffskullz theming this time instead of my usual Stuntie Smashaz list, meaning Madcap Meks, dread mob, and Wreckaz were my detachments for maximum "looting vehicles to build vehicles" theme.
If his army looks small (aside from being dwarves) it's because he had a good chunk of hearthguard in deepstrike.

We both had a boring turn 1, and for the first time ever since 9th edition I didn't call my Waaaaghh!! on turn 2. Using some strats, enhancements, and Warboss abilities I was able to get key units riled up to get that bonus, meaning I was able to hold off until his key units arrived to call my main Waaaghh!.

I did buy it since it looked too cool. Alongside Realspace Raiders for Deldar. Couldn't resist daydreaming about my Corsair focused Craftworld. Saw some cheaper option show up and pulled the trigger
I really shouldn't have, I have enough unfinished projects already for fucks sake
But bits look cool. Already had Kill Team Corsairs, some random deldar and other craftworld stuff. I now have tons of customization options for elves at least, that's what I'm saying to myself haha

As it turns out, meganobz got one hell of a glow-up this edition. I had 2 units of 5 with a big mek and Warboss leading one of each. The big mek had an enhancement to keep the unit riled up all game, meaning both units had -1 to AP against them and +1 to hit all game.

His hearthguard came down and eliminated a unit of tankbustas (the other unit failed their charge against my MANz/Warboss unit) to take center ground from me. So, it was a complete Ork victory. Fun game, but definitely noticing some potential issues with the codex. Just a lot of good shooting I don't feel like I'm supposed to have, and good gosh meganobz are absolute beasts this edition. A permanent -1 AP and the ability to have +1 to hit all game means they were basically custodians, hitting and wounding on 2s all game and barely able to die.
My new dakkarig was able to kill 1 unit before he got new model syndromed to death, though. So that's nice.

the actual full kit for termagants comes with the other weapons, pairs of spinefists (akimbo pistols) for every gaunt, or a devourer (the cone with holes) for every gaunt, plus one spike rifle (the harpoon launcher), one shardlauncher (the biggest cannon in there), and one strangleweb (the horsecock gun).

Corsairs being a keyword rather than a proper faction is arguably a strength making them the most kitbash-friendly army. You can represent any of the units with any of the kits with the weapons swapped out or at least abstractly represented since now all the arms can fit any body with some slight filing or a plasticard sliver.

We need something smaller than a Russ like a Storm Chimera again, transport capability optional.
The Russ is a perfect medium tank, the Dorn is a good heavy tank. We don't need an intermediate tank, we need infantry support that can actually carry its own weight (infantry that don't die to a sneeze would be nice too, but this vehicle would help that). The Hippogriff is too fast and not armored enough to fit into the infantry support role, but the Russ is too big to be there.

Does anyone know where to find the rules for this I think narrative matchup. It may have been community created I don't know. I remember going into my LGS and they had this rules printed there back in 8th edition.

It was basically an ambush scenario. One of the players is the ambusher and the other one is the target. The ambusher has 20% more units than the target. The ambusher would set up from the two long table edges. While the target would set up at the edge of the table. The target needs to get their units at the other table edge and once they are beyond that edge they are removed from the battlefield. If the target is able to get more than 50% of their units (in terms of points) out they win. If the ambusher is able to destroy more than 50% of the targets units they win.

Anyone played this mode ever?

Crusade has had a couple of scenarios like that, but it doesn't usually have a point disparity so much as forcing you to deploy in weird places or keep part of your army in reserve. I think I remember one in 10th edition and there might have been one in 9th Edition as well though it was part of one of the supplements and I forget which.

But as the other Anon said, it's usually fine to just make up your own fun scenarios and play them out as long as you have someone willing to play them out with you for fun.

If you want guard, the Centaur comes with 4 bodies that can be used for this purpose, but they're meant to be sat in its rear compartment so the poses aren't perfect, and there's only 4 of them, but they're new Cadians.

A 500 point game where you hand-hold through the rosters on both sides to ensure each side is fair and not too skewed would be ideal. Don't go "I'm bringing 3 Leman Russ" for example (which you can do at exactly 500 points btw), make sure both lists are built to play comparably to each other without much skew either way.

Just saying "any combat patrol" leaves a lot of variables where someone could get the wrong impression via buying a good/bad combat patrol box and steamrolling/getting shit on every game, respectively.

I wouldn't worry too much about balance for early learning games, I think combat patrol is fine. Some are horribly balanced, my first game was GSC Combat Patrol vs Blood Angels CP, the ones from the 9th. I tabled my opponent hard. But in any case it's a quick game system to learn the core mechanics, phases etc. Here's another Combat Patrol vs. the old CSM one.

If you want marines you *might* be able to get away with cannibalizing bike kits
HH Scimitar Jetbikes are a separate dude that you attach to the bike, and so are Chaos Bikers. Those are obviously a sitting position, but ymmv on how far you can kitbash them.
Resin alternatives to the above I just listed would obviously be cheaper as well, and might even have better poses.
GSC Jackals are a similar situation for the same reason.
You should also be able to bash some guard heavy weapon squad soldiers to be in "sitting" poses instead of kneeling depending on your wont to do so.
Do still check around the various proxy and recast places, things get put under weird verbiages to avoid the C&D hammer even when the words don't matter like "biker."

Sisters struggle with anti-tank in terms of repeated uses.
Melta units (Dominions, Retributors) are all t3w1 and therefore incredibly squishy, meaning you get 1 chance to do a jump-out on something before said unit of meltas dies, so you have issues against tankspam (ie guard, who can fit 13 LR tanks into 2000 points right now).
The only anti-tank options that have any amount of staying power in the SoB roster are Morvenn Vahl-led Paragon suits (which is why they're in EVERY list, and even then they're still rather squishy) and slightly-underpowered Castigators (s10ap-1 shooting at t12 vehicles most of the time).
Meltas are slowly becoming an anti-marine weapon as well due to stat bloat. You can manage into a Russ (t11) still, but into a Land Raider (t12) or something else at that value it starts to get rough.

Moderately high for the entire Catachan line, I'd be cautious unless I were collecting or finishing a Catachan list to justify the sunken cost.
They dropped Predators, Vindicators the Razorback and Centurions despite the edition starting, anything is on the chopping block and Catachans are the oldest ones in the Guard list that have easy replacements already in production.

GW squats whatever they want to with no regard for anything, it's their game and enough of the playerbase are just ball-garglers who eat whatever GW tells them, too afraid of "difficulty finding games" to go off of the current-edition plantation.
Older models are the most likely to go, either replaced or discontinued. Catachans as a whole aren't a big seller for guard currently, and each of their options has a sidegrade in Cadians (the current guard push) so I can't see GW intentionally keeping Catachans around.

They also promised a Steel Legion refresh in a few years, so they're itching to scrap *something* from the guard list to shorten it up.

I think marines losing Oath is a nerf. People take it for granted because everyone plays marines and we're used to it. It's full rerolls to hit and +1 to wound. It's actually insane, and is stronger than a good number of other army's rules.

That being said, I am worried about the changes. As others have said, increasing points costs by a measly amount means they have like one less unit on the field, which is more than worth it to have +1 S and +1 T and better guns. In the past I said "Don't worry, points costs will balance it" but recently the more I think about it, the more I realize that like 1, maybe 2 fewer units don't make up for significant stat increases. It is still a net buff.

Their new rule is basically scoot+shoot or scoot+charge or fall back+act, which is one of the three parts of Gladius detachment just as an army rule now, and so that frees up more detachment choices rather than everyone taking Gladius. I think this is a fine change. More choice is good. But I think it is overall a nerf. Having Oath as an army rule and taking Gladius is stronger than having Gladius as an army rule and taking some other detachment. Most detachments are weaker than Oath. So we hope that this is what actually offsets the stat buffs, not just points increases. Marines won't be full rerolls to hit every single turn, they'll do something else that is weaker.

I'm pretty unbiased since I play several armies and I don't really identify with marines as my main one. I am interested in a balanced experience for everyone. I want GW to update other armies faster rather than having some people wait a year+, and I want every army to be as close to 50% win rate as possible. But I also believe that win rate isn't everything. For example, a book can be oppressive and unfun to play against, but still lose half their games since the opponent abandons fighting and just scoots around with Recon missions. That's still an unhealthy, unfun game. But GW might say "look, healthy 50% win rate".

I honestly don't see Catachans getting a refresh at all. They're very far from the current pop culture zeitgeist, there's not much demand for them beyond metagaming with 3 more HWS in your army. Plus they promised Steel Legion, so *if* Catachan are getting new models, they're at least 2nd in line, most likely 3rd-5th in line behind:

Unless they get a detachment like Scions have that makes them battleline and gives them a gimmick for jumping into and out of Chimeras, they should be a battleline unit by default.
