Tabletop simulator is sub optimal but might work.
Is there no library or community centre or similar thing near you? Boardgame groups can be a functional way to find a group via facebook or similar and see if anyone knows about wargames from there.

Also for reference on the process, i got the bases off of amazon (note that they were basically bootlegs of the bases used for pathfinder pawns), which have a gap 1/16th of an inch thick. I then went to an arts and crafts supply store and found a board that thickness. They cut it into quarters for me, but I've been cutting it again into 1.5x1 inch chips with a convenience store paper cutter (it can cut through this but might need another cut from behind). I then made a front and back sheet on my pc with a grid of character images, then printed them out, cut them, and glued them on

What are you buying? Even GW isn't all that expensive if you just want a box of infantry dudes to paint. And there are plenty of far cheaper options than that like Northstar and Wargames Atlantic. Or historicals.

Unless you live in some complete bumfuck nowhere with barely any inhabitants or a third world country I find that hard to believe
I don't live there anymore, but even my small hometown in Slavlands with around 17k inhabitants and no LGS has a decently big nerd population and fairly thriving nerdy game club
