I prefer to take a good guy, and make them a bad guy; and vice versa for bad characters.Not out of any moral ambiguity, but rather just to flip the script. Villains tend to have big personalities and strong wants, so they make for entertaining good NPCs.Like use Gaston as a morally upright (but still vain) monster hunter.

Imhotep is probably one of the best modem movie baddies and beats the brakes off of a lot of misguided attempts to give sympathy for the devil in other contemporary films.

So you have this guy, Count von Oldenburg, who thinks he is smarter than everyone else and thinks that the ban on forbidden magic is dumb because just because its illegal doesn't mean someone out there isn't doing it. So he is doing all kinds of absolutely heinous forbidden magic, on the self-justification that he is the secret arsenal of magical knowledge that the empire doesn't even know it has, ready to step in and save the day whenever an arcane calamity inevitably arises to show everyone else how foolish they were to not have a backup plan.Long story short, he gets demonically possessed through one of his own arcane inventions and becomes a pawn for a horrible unworld monster. From that point forward he is an antagonist, and one of the things that the demon wants him to do is to pit the church and the empress against each other to the detriment of both, provoke a civil war, and then step in during the aftermath and build a theocratic state of demonic worship out of the ashes. By this point in the story, Oldenburg is *clearly* insane. He's blacking out for hours at a time and waking up in the middle of conversations with no idea how he got there. He's talking to dead people. he can *barely* restrain himself from just outright murdering people in public place in fits of rage. But he has a growing ring of supports, all of whom immediately clock that he's a complete fucking nutcase, but think they have something to gain from being in his orbit or being attached to his plans. Almost all of them swiftly regret ever signing up with him, but by then they are in too deep to back out without being executed for treason so they just have to keep going with supporting this obvious lunatic who wouldn't be able to accomplish ANYTHING if they all just walked away, but none of them feel like they can so they just usher in the apocalypse out of cowardice.
