We were occasionally called before the town council where its members would debate the pros and cons of a course of action, sometimes giving the PCs orders or requests and other times simply presenting arguments and persuading the PCs to consider them when choosing their own course of action. It wasn't strictly necessary for this to be a group meeting, but it should be obvious why it's better this way: you have multiple NPCs with different points of view directly addressing each others arguments. EG if it's important to the plot that the king and his cousin the duke have a huge argument, the players could be informed about it by a chatty knight who was standing guard at the time. I wish I'd figured this out earlier. I had a really awkward time trying to roleplay out multiple parties in a complicated court scene in L5R back when that was a huge game.
