Knights, custodes, and every faction that has the ability to field a horde would have to be changed in very fundamental ways, such as all knights being reduced in toughness and wounds across the board. You certainly could fundamentally change half the factions in the game to make it so players can't skew anymore, and a well-rounded list becomes the most sensible thing to take, but that's more work than just making a sideboard system, which would use existing models and rules. The people who play those armies and like playing big knights or like playing 80 guants would also lose something, if that's actually legitimately what a person enjoys (and they're not doing it for gameplay advantage) then I wouldn't want those people to lose something they enjoy. Fielding 80 termagaunts is a legitimate part of the game and a legitimate fantasy of the nid player because it's fluffy and thematic. They should still be able to do that. But if their opponent came prepared with a sideboard that has a bunch of flamers or blast weapons, then now both players get to have a fair match with no skew and nobody feeling bad since their army doesn't interact well before units are even deployed.At the end of the day, that's the fundamental issue. If your army doesn't interact well with what your opponent is doing before units have even been deployed and no gameplay decisions have even been made, then that's a game design flaw. mtg addresses it with the sidebaord. 40k sort of lightly addresses it by elite armies often losing on points and objectives but that doesn't address the issue of fun gameplay and feeling like the spirit of the game is being upheld. Standing on an imaginary circle with 80 guardsmen who just die in droves without doing anything cool and no stories to tell after the game is bad, even if you win by 10 points.
