SoB use the Godwyn-Deaz bolter, which is different from an Astartes Bolter. They are different weapons. The ones Astartes use would break your wrist and there are stories of humans picking up an Astartes bolter and barely being able to use it even with bracing it and such. SoB are even wearing power armor and still use a smaller weapon."Bolter" actually refers to a type of ammunition, it's a self-propelled burrowing metal casing with an explosive payload. It's a combination sabot round and shaped grenade. Some people say it's similar to a gyrojet but bolters are also a grenade, importantly. A "bolter" can be small or large, it just has to meet the criteria of using that ammunition type.

The chaos changes are clearly trying to be as simplified as possible, they'll get a more thoughtful revamp when their codexes come out. EC's infiltrator and scout units should clearly still be T4 but they're currently balanced against the typical bolter strength. Flawless Blades would be worse if you had to pay for T6. Noise Marines aren't terminators, T5 3W is more than enough for their current role.
