A Sorcerer, invisible, casts Fireball using Subtle Spell, from a Ring of Spell Storing. The Wizard has See Invisibility up.

Can the Wizard Counterspell it?

Invisibility is irrelevant. Subtle spell bypasses counter spell since you don't look like you are casting a spell as long as it requires no components.
