thats a bit of an oversimplification of history
public perception of the eastern front was largely written by the germans,the losers, due to political expediency in getting generals with experience in fighting the soviets into post-war german military positions and a lack of anyone willing to go to the USSR and look through their records to set the record straight
only the first crusade was an unambiguous victory followed by a dozen failed ones but we mostly go by the crusaders accounts of history because they are the ones who went home and got their story told

history is decided by whoever is politically expedient and this has often involved writing down the losers side of the story because it was more convenient

There can be a prolonged civil war still. When the weak opposition gets funded, armed, and trained by foreign sponsors it can put up a fight. And when that opposition encompasses criminal underground, they won't hesitate to fight dirty. Which would be a delightful irony, considering that's the exact same strategy the US themselves used to destabilise other countries.

History is more than combat records though. The holocaust mythology has a way larger impact on the average person's understand of the WW2 era than the exact K/D ratio of SS veterans to soviet conscripts. And the Soviet Union is the source of most of that atrocity propaganda.

The metaphysics of an expeditionary war are different. It's more like a raid than a war. Not achieving your expeditionary objectives is nowhere near comparable to losing a war.
But I understand what you mean, and taking the term war at its most simplistic to mean any collective armed conflict, then sure, you're right.
