How do you make a rogue part of a team when most of his (already meager) abilities are best used when working alone?
All rogue heist crew. One guy sweeps for traps and picks the locks while the rest sneak around and shank the guards. Maybe if someone has high charisma they can try sweet talking the staff first.

What I do is just let him do solo stuff, but abstract it out so it isn't obtrusive. If the rogue wants to scout ahead for the party, for instance, you don't need to run a whole a solo miniadventure just for her. Just run three skill checks and set DC appropriate to the danger level. Success means they get useful information. Maybe a hint about a secret rooms or passage, details about an encounter that they could get an advantage on if they are well prepared, important sections of the battlemap revealed ahead of time.3 successes means they get two such pieces of information.2 successes means they get one such piece of information.1 success means they get no information.0 successes means they either get false information or maybe the rogue starts next encounter with a disadvantage indicating an injury they took.After they are done rolling, give a short description of what happened, tell them the information they learned, and move on. This shouldn't take more than 3-5 minutes.Of course limit the number of times they can do this to be reasonable for the size of the dungeon they are tackling. For a dungeon with three rooms, I am usually saying, you can only scout once, for instance and justifying it with something like, "The concentration of enemy forces means you can only skulk around so much before your start to run into obstacles that stealth just can't overcome."And you can apply this method to most of the generic, routine stuff that rogues (or even minor stuff that other members of the party) want to do solo.Hope this helps.
