>The Skaven are an incredibly numerous, widespread and fractious race>The Skaven all live under the authority of the Council of Thirteen and worship the Horned RatMake it make sense.
the horned rat has literally manifested himself partially in reality and began squishing and eating rats who refused to obey his authority until they calmed down and he appointed a new council of 13 that would actually do what he wanted. Skaven do what the Horned Rat and his Grey Seer priesthood wants because he is the most proactive chaos god and will fucking eat you.
>>98827787Trvke.Also the council is really more like Lord Inquisitors. They have the ability to not be poorfags and not be beholden to a command chain. That's mostly it.They don't, like. Have policies.
The Horned Rat tells the the Council of Thirteen what he wants, and they dictate what the different clans are supposed to do to get to it. But they're also occupied with arguing and screwing each other over. Meaning their underlings have plenty of time to try to pull stupid shit behind their backs due to the belief that they're more clever than their bosses and too smart to get caught. Only for the ones who weren't smart enough to cover their tracks from the Council to end up getting screwed over by their own ineptitude while the Horned Rat watches and laughs at his own people's failures while simultaneously fuming. That's basically it. It's like a real business committee in that most of their time is spent pointlessly arguing, fighting over who deserves credit for successes, and shifting the blame for failures while everyone below them either just tries to keep their head down or makes their own fruitless schemes to achieve unearned accolades or shift the blame for their failures onto others as necessary. It's the kind of shit that makes for a very factitious society held together by their contempt for everyone else that's not-Skaven.
Its like Modi and the multinationals
