The movie was a very big deal, and a big studio film which had hundreds of millions of dollars invested into it wasn't just going to settle for whatever Zords the Sentai gave them. In picrel Shuki Levy mentioned in an interview for the 95 movie that he was already working on Zords for a sequel (last few sentences), so it stands to reason that Saban Entertainment was involved with creation of the first movie's Zords.The timing seems to work out. MMPR was an instant hit, and the first season was given a 20 episode extension very early on. We know via scripts that those episodes were written no later than November 1993, and likely started much sooner given the scripts we have are labelled final draft. It's very likely that the movie went into pre-production during this time period as MMPR mania was sweeping the nation. Toei is prominently credited on the film (A Saban Entertainment/Toei Company Production), and would have known if Zords were needed for it in the early stages of development as they were doing their own pre-production for Kakuranger. Sentai had never given a team a second 5-part combining robot before, which further supports the idea that the Ninja Zords were not originally planned for Kakuranger. Being an unplanned late addition would also explain why the individual mech had an unconventional roll out in Kakuranger over the course of 6 episodes, as the models could only be built/filmed so fast.

That's Power Rangers in a nutshell, and neither of the other movies accomplishes that simple premise, nor will any future film. Ranger costumes will continue to be overdesigned armored atrocities, and Zords will continue to be shitty CGI whenever an American production company tries to make another Power Rangers movie. Even the "Once & Always" Netflix special couldn't escape a horrible CGI Megazord battle despite there being a perfectly usable Megazord suit in existence.
