Another time in the ROSAT he transforms after his haircut, and it sticks up. When they want to make a distinction between base and SSJ it's more obvious. His FPSSJ form is what you see for most of the time until the Cell fight so it's hard to compare until after he powers down. I'll admit though, his hair during the wait and Cell fight does look very similar regardless of whether he's in base or SSJ form. That and this is Toriyama we're talking about, he probably didn't care enough to make a distinction.
