Because it's a superior scale, especially given that judge dredd is part of an expansive world that is full of iconic vehicles and large characters all of which would be better served by the world building scale than the sloppa marvel legends autism ALL MY CHARACTERS MUST BE EXACTLY 6 INCH TALL scale.

Anyway I do like the actual 1:18 dredd line that hiya was doing, shame it's done.

Debatable. Much harder to get good articulation out of a 1:18 figure than a 1:12 one. They tend to either be limited, ugly or fragile.

Nah, I think there is a place for both. There is no general superior scale, it depends solely on the source material and what it needs to work.
Fighting game figures - 1:12 to get proper articulation.
Realistic looking movie based characters like Lotr - 1:6
Any franchise that requires vehicles to get a feeling of completion - 1:18, 1:24 or even lower.

All scales have their usage.

All scales have some kind of neat thing about them, but the smaller scales are far more universally toyetic and have much more at their disposal. Large scales are really only useful for human or very humanoid characters and completely discount all other things in toys, like vehicles or large robots or creatures or dinosaurs or playsets etc etc etc
